Office of the Colorado Child Protection Ombudsman: Measuring & Tracking Progress

The Office of the Colorado Child Protection Ombudsman (CPO) works to ensure that children, youth, and families across Colorado receive the highest quality services possible from the child protection system. The system includes schools, medical providers, legal and law enforcement agencies, county and state government agencies, and others. As an impartial and independent third party, the CPO gathers information, investigates complaints, helps individuals navigate challenges, and issues recommendations to child protection agencies, service providers, and the state legislature. Monitoring and improving this highly complex system can be challenging given the differing approaches and sometimes competing priorities of the numerous and varied service providers.
The Colorado Lab is partnering with the CPO to strengthen their data collection, management, and analysis processes and systems, and boost their ability to measure and track progress toward desired outcomes. This work includes developing a Theory of Change, evaluating existing data systems, designing processes for data analysis, and identifying measures to track progress.

Co-creating the Theory of Change and supporting tools and processes has been tremendously helpful and reaffirming for our staff,” said Stephanie Villafuerte, Colorado Child Protection Ombudsman. “We’re confident these new resources will further strengthen our continuous improvement efforts, including our ability to collect and report on the data that is most meaningful to our work and to effectively communicate our unique role and value.”
“Working together with the CPO, we are creating systems and processes they can use to regularly examine and report on meaningful data about client demographics, agencies involved in complaints, alleged law and regulatory violations, practice concerns, and final case outcomes,” said Dr. Kristin Klopfenstein, Executive Director of the Colorado Lab. “The ultimate goal is for the CPO to have clear processes that help them to effectively collect and use data to inform how best to keep Colorado children safe.”
