Plans of Safe Care: National Presentation & Local Kick-Off

POSC Pilot Kick-off, Alamosa, July 19, 2024

We were excited for the opportunity to share insights on Colorado’s Plans of Safe Care (POSC) pilot program at the national level. Dr. Courtney Everson, Senior Project Director at the Colorado Evaluation and Action Lab (Colorado Lab) gave an invited presentation to more than 500 registrants through the Child Welfare League of America, in collaboration with James Bell Associates. Excellence and innovations from three states were presented as part of their series on Responding to Prenatal Alcohol and Other Substance Exposure: Multisystem Collaboration and Family Care Plans.

Together with Illuminate Colorado and the Kempe Center, Dr. Everson also had the honor of co-leading the in-person kick-off event for the POSC pilot in the San Luis Valley (SLV). The aim is to create a POSC infrastructure to rapidly connect families with prenatal substance use to trusted resources that help to keep infants safely with their caregiver when possible.

Over the next two years, community partners, the county Departments of Human Services, and health care providers in the SLV will work together to implement the POSC Framework. A rapid learning process is being used to identify early successes that can be scaled and ways to strengthen implementation. Local partners are being supported in training and care coordination practices by Illuminate Colorado as intermediary, with support from the Kempe Center. The Colorado Lab is leading evidence-building efforts to inform the potential for statewide scaling and replicability in other Colorado communities. The pilot is resourced by the Colorado Department of Human Services, Division of Child Welfare.
