Four professionals gather and two shake hands

Welcome to Paul Collier, an external partner to the Colorado Lab in support of government partners creating Theories of Change (TOCs). A Director at Corona Insights, Paul excels at helping teams build internal evaluation capacity and grow their ability to use data for learning purposes.

Paul is an experienced trainer, facilitator, and coach who has written about TOCs (see his blog posts Part 1 and Part 2) and regularly presents on the purpose, development, and use of this and other evaluation frameworks through various forums, including the Colorado Nonprofit Association, Nonprofit Learning Lab, and Social Venture Partners Denver.

“Having mainly worked with nonprofit organizations, I didn’t realize Theories of Change were on the radar of state agencies. Grantmakers often require or encourage nonprofits to create a TOC. It’s exciting to see more state agencies using this tool, motivated by the Polis Administration and the state’s commitment to evidence-based decision making.” Paul Collier Director, Corona Insights

“A theory of change is both a process and a product that describes who your organization serves, what your organization does to serve them, and what lasting impact you intend to help your community achieve. It is a programmatic map that serves as a starting point for a broader assessment process and an important first step in the work state agencies are doing with the Colorado Lab to create evidence-based decision-making portfolios,” says Paul. “I appreciate the opportunity to partner on this work, and look forward to watching the agencies’ broader efforts unfold.”
