Spotlight on External Research Partner: Emma Monahan

We are happy to introduce our new external research partner, Dr. Emma Monahan. A Senior Research Director at the National Opinion Research Center (NORC) at the University of Chicago, Dr. Monahan will support the Colorado Lab in researching the role of income volatility in family well-being and child welfare involvement.

Some caregivers come in contact with the child welfare system, while others in seemingly similar situations do not have similar contact. Working with administrative data from multiple agencies through the Linked Information Network of Colorado, Dr. Monahan will research the role of income volatility in this problem and examine the role of protective factors, such as increased housing stability and TANF benefit receipt, in mitigating the impact of income volatility.

Dr. Monahan brings extensive experience to this project, including using administrative data to identify how programs or policies are working and for whom they are most successful. In her role at NORC, Dr. Monahan works with state TANF administrations to improve their internal data analytic capacity. She previously worked at Chapin Hall designing and implementing rigorous evaluations of prevention services in three child welfare jurisdictions across the country.

I am very excited to work with the Colorado Lab to study income volatility as a critical step to further our understanding of the relationship between economic resources and child welfare involvement. Extensive evidence has established the link between scarce economic resources and an increased risk of child maltreatment, but unstable economic resources are also a common experience for low-income families that introduce unique stressors into family life. Understanding how this instability may increase the likelihood of being involved with child welfare is important for identifying prevention mechanisms to help stabilize families’ incomes and give them the resources they need to weather instances of significant financial volatility.
