In partnership with the Colorado Department of Early Childhood (CDEC), the Colorado Lab prepared a brief to summarize progress made during state fiscal year (SFY) 2025 on evidence building for the Universal Preschool Program (UPK) along with initial learnings and the outlook for SFY26.

House Bill (HB) 22-1295 requires evaluation and continuous improvement of UPK. The Colorado Lab coordinates all evaluation and evidence-informed design activities for the program through the UPK Evidence-Building Hub, including:

  • Process Evaluation – Evaluating what worked well in the initial implementation of UPK and what can be improved, with learnings being applied to further strengthen the program.
  • Quality Monitoring and Provider Support – Building evidence to design and support the provision and measurement of quality care to facilitate children’s readiness for kindergarten.
  • Blended and Braided Funding Model – Building evidence to design a funding model to help families more easily maximize multiple available preschool funding resources.
  • Data Capacity Building – Executing a plan to improve CDEC’s program data for reporting and evidence-building efforts.

Collectively, these evidence-building efforts will help to ensure the program is on track to reach its goals for children and identify potential program improvements.
