New Project: Universal Preschool Evidence-Building Hub

A Universal Preschool Evidence-Building Hub has been created at the Colorado Lab to oversee all evidence-informed design and evaluation work on behalf of the Colorado Department of Early Childhood (CDEC). The Universal Preschool Program helps fund preschool for Colorado children the year before kindergarten. 

The Colorado Lab has served as an evidence-building hub for CDEC since its inception in 2022. The initial hub built evidence for stimulus-funded activities, including gathering information from stakeholders to identify the primary goals of the Universal Preschool Program and inform planning for its evaluation. 

Like other Colorado Lab-led hubs, this new hub will help the state to align evidence-building investments, reduce evaluation burden and duplication, grow the evidence base, and identify opportunities for ongoing learning and sustainability. The Universal Preschool Evidence-Building Hub will:

  • Lead strategic visioning for evidence building within the Universal Preschool Program. 
  • Coordinate and oversee evidence-building efforts and teams.
  • Provide overarching data and technology advisory support for evaluation and evidence-informed design efforts.
  • Disseminate findings with CDEC leadership, the Universal Preschool Program team, and community partners to inform programming, policy making, and budget requests.

Initial hub efforts will include coordinating and overseeing a process evaluation and evidence-informed design activities to prepare key program components for evaluation, and leading an advisory board of subject matter experts to inform evidence-building efforts.
