New Resource: Guidance for Legislators in Bill Drafting for State-Funded Grant Programs

The Colorado Lab has issued a new brief, State-Funded Grant Programs: Guidance for Legislators in Bill Drafting.

State-funded grant programs support initiatives that address statewide needs through innovative, localized solutions. These grants provide resources for local government and community partners to experiment with different approaches to the same problem simultaneously around the state. However, experimentation is most valuable when the results are documented, shared, and used to inform future work. This guidance details how lawmakers can use the statutory process for authorizing new or reauthorizing existing state-funded grant programs to improve the collection and application of data to affect meaningful change. Statute can establish opportunities for lawmakers, state funded grant program administrators, and grantees to learn from state-funded grant programs. The goal is to tackle two issues: overly complicated and unnecessary reporting requirements for grantees, and the absence of cohesive, relevant measures of success to inform policy and practice decisions to improve the lives of Coloradans.
