HB24-1428 Implementation Support: Evidence-Based Designations in Budgeting

The Colorado Lab serves as the statewide Coordinating Entity for Evidence-Based Decision Making in Colorado state government. In this role, the Colorado Lab is providing strategic consultation to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) staff in collaboratively implementing House Bill (HB) 24-1428. This law requires an evidence designation be given to programs and practices in a state budget request when the request includes research evidence on the program or practice. The designation is a concise way to communicate the effectiveness of a program and help inform smart state investments.
As a non-partisan, neutral facilitator, the Colorado Lab is providing cross-branch guidance to align executive and legislative staff in maximizing the benefits of evidence designations for state budgeting. This includes expert coaching on fundamental concepts of evidence-based decision making (EBDM) necessary to implement HB24-1428 efficiently, training support for agencies, and guidance on how to determine and connect evidence designations to budget requests to advance evidence-based policymaking.
Implementation of HB24-1428 is a key activity under Goal 2–Supporting the State’s Budgeting Process–of Colorado’s EBDM strategy. Please visit our website to learn more about EBDM and the Colorado Lab’s role as the coordinating entity, or reach out to Dr. Courtney Everson.
