Family First Evidence-Building Hub: Annual Strategy Report

Colorado is making strong progress on implementation of its Five-Year Family First Prevention Services Plan. The plan is part of a broader strategy to further evolve the child welfare system to improve the safety and well-being of all children, youth, and families through a continuum of community-based prevention services and supports. The Colorado Lab serves as the Family First Evidence-Building Hub on behalf of the Colorado Department of Human Services (CDHS), providing guidance to ensure strategic investments in evidence building for its programs and services. 

The Colorado Lab recently released the Family First Annual Evidence-Building Strategy Report for State Fiscal Year 2025. The report provides an updated summary of evidence designations for each approved program/service and includes recommendations focused on:

  • Prioritizing additional programs and services for evidence building by partnering with state agencies and research teams across universities on evaluation design and securing funding for evaluations;
  • Advancing Colorado’s prevention strategy by maximizing federal drawdown, with funds going to the Child Abuse Prevention Trust Fund for reinvestment in prevention; and 
  • Building capacity to track fidelity of implementation of prevention services.
