Evidence-Based Decision Making: Gearing Up for the New Legislative Session
We were honored to present earlier this month at the New Legislator Retreat for the incoming class of the Colorado General Assembly. The bipartisan event was hosted by Senators Chris Hansen (D) and Paul Lundeen (R), bringing together new legislators, Governor Polis, former legislative leaders, and others to build relationships and prepare for the new legislative session. The Colorado Evaluation and Action Lab’s (Colorado Lab) Dr. Kristin Klopfenstein, Executive Director, and Dr. Courtney Everson, Senior Project Director, joined Frederick (Fritz) Mayer, Dean of the Josef Korbel School of International Studies at the University of Denver, in uplifting a culture of Evidence-Based Decision Making (EBDM) to advance effective bipartisan policy making.
Drs. Klopfenstein and Everson shared foundational EBDM information and reviewed resources available to support legislators, including:
- Two cue cards that provide legislators with a menu of possible questions to ask agencies during SMART Act hearings and regular committee hearings to foster EBDM.
- The Program Evaluation: Guidance for Legislators in Bill Drafting, a new resource to support evidence building early in the legislative process. The brief outlines the value of incorporating evidence-building measures into bills as they are being drafted, and includes steps on how to do this.
- The EBDM Glossary, a living document that supports decision makers, agency leadership, and staff in gaining a common understanding of EBDM in policymaking. The latest terms added—systematic process (for identifying the best available research evidence), weight of research evidence, rigor, and quality—support the adoption of House Bill 24-1428 as Colorado aligns efforts on how research evidence should be used to inform funding decisions for programs and practices implemented and delivered across state agencies.
