Project Summary

The Colorado Lab is partnering with the Colorado Department of Human Services to develop a theory of change and evaluation strategy for the future vision of Temporary Assistance for Needy Families (TANF). Federal HR1 and state budget constraints necessitate a forward-thinking approach to protect Colorado’s most vulnerable families while preserving the long-term viability of TANF. The initial scope of work included a draft theory of change (Step 1) and recommendations for measuring outcomes of the current TANF program (Step 3), and Essential Elements and a basic cash assistance process map for the TANF Future Vision (Step 1).


Steps to Building Evidence

At Step 1 on the Steps to Building Evidence, this project lays the foundation for a Theory of Change describing TANF’s future state. At Step 3, recommendations for measuring outcomes of the current TANF program were developed.


Actionability

The Colorado Lab drafted a theory of change and recommendations for measuring outcomes of the current TANF program and drafted Essential Elements and a basic cash assistance process map for the TANF Future Vision. These draft materials are being socialized with vested partners and used to refine the Future Vision for TANF and an evaluation approach. This process is foundational for achieving consensus around how to implement the TANF Future Vision consistently statewide and what evidence is needed to inform effective implementation of the new model.
