External Research Partner Spotlight: Roger Low

Roger Low launched the nonprofit Colorado Equitable Economic Mobility Initiative in 2021 to create a more equitable economic ecosystem. As Founder and CEO, Low brings more than a decade of experience working on workforce development, economic mobility, and poverty alleviation. His public sector services include advising U.S. Senator Michael Bennet and launching the first three state-level Pay for Success projects through Colorado’s Office of State Planning and Budgeting.

“Research suggests that providing flexible cash to people who are low-income or face racial or other societal barriers has the ability to unlock economic potential. We are hopeful that our partnership with the Colorado Lab and their evaluation of this approach will help us to more fully understand the value of cash supports,” said Low. “In addition to managing this project, our role is to then take the research learnings and share them with policy leaders and strengthen our ability to make cash assistance more available and workforce programs more equitable.”
