Cross-System Data to Meet the Business Analytic Needs of the Governor’s Cabinets Groups
A 360-degree view across government systems into the complex and intertwined experiences of Coloradans is needed in order to make informed investments and track progress of state policies and programs. Being able to link high-quality individual-level data across state agencies is essential for this 360-degree view, and the Colorado Evaluation and Action Lab has been deeply committed to helping the State develop this capacity through the Linked Information Network of Colorado (LINC).
LINC is a state collaborative that supports timely and cost-efficient business analytics, research, and evaluation using integrated data across state agencies. LINC is designed to securely share data to a centralized linking hub in state government to produce anonymized datasets for approved end users. The Colorado Lab partnered with the Governor’s Office of Information Technology (OIT) to co-design LINC with state agencies. At present, LINC partners include the Colorado Departments of Human Services (CDHS), Health Care Policy and Financing (HCPF), Public Health and Environment (CDPHE), Labor and Employment (CDLE), and Higher Education (CDHE).
LINC Grant:
The purpose of this grant is to provide each of the Governor’s Cabinet Groups with funding and Colorado Lab support to utilize LINC for one high-priority Cabinet business analytic need. This support will include:
- In-kind time of the Colorado Lab staff (approximately $5,000-7,000)
- Support the Cabinet in selecting a high-priority business analytic need
- Work with Cabinet to identify business analytic team
- Prepare the LINC request for cross-system data for business analytic need
- Move the request through the LINC review and approval process
- Ensure delivery of integrated data to business analytic team
- Payment of the LINC data fee (average of $20,000-25,000 per request)
